The records relate to the Smolensk oblast of the All-Union Communist Party of the Soviet Union. Included are classified and unclassified correspondence of the Kozelsk Regional Committee with subordinate and superior party organizations and the regional office of the NKVD, stenographic reports taken during the XV Convention of the all-Union Communist Party conference, volume I of a two-volume record of party conventions and conferences, and top-secret minutes of meetings of the Western Oblast Committee. The records were captured by German forces in 1941 and seized by U.S. forces in 1945.
